Meeting Background
Runoff of pollutants from an urban landscape can be stressful on the natural environment. Lakes, rivers, and estuaries exhibit these stresses in the form of elevated pollution levels, declining aquatic habitat, unhealthy conditions for contact recreation, and increased costs for high quality and plentiful drinking water supplies. Two federal programs that must be implemented by each state, the TPDES Storm Water Program (TPDES SW) and the Total Maximum Daily Load Program (TMDL) are designed to protect and restore the quality of water resources. Most entities are aware of these two programs, but lack a complete understanding of their requirements under each program, and how to best design solutions that are both beneficial to the environment and cost –effective for the entity.
The River Systems Institute, Texas State University-San Marcos, in partnership with the Texas Commission on Environmental Quality, and the Houston-Galveston Area Council, hosted a one-day workshop at the Lone Star Convention Center, Conroe, Texas on April 9, 2008. The workshop goal was to present a wide-array of resources and practical information about both the TMDL Program and TPDES SW permit requirements, how to implement them, and how to fund them Information about how the programs can work together to achieve common water quality objectives was emphasized.
